MINUTES OF THE MEETING OF THE
WHETSTONE YOUTH COUNCIL
A meeting held at the Council Offices, Cemetery Road, Whetstone on
Sunday 12th January 2003 at 7.00 p.m.

The minutes of the meeting held on 8th December were confirmed as a true and accurate representation.2) GRANT APPLICATIONS
The secretary informed youth councillors of their successful grant application to the County Youth Council to help fund the ‘Multi-Media Drop-In’ project. Due to the restriction placed on the grant – it has to be spent by the end of March – they were unable to meet the full amount that would have helped pay for a youth worker to support volunteer workers. However, the £405 grant will allow us to purchase a games machine and enough equipment to get the project started.
The same restriction applies to the grant application submitted to Connexions. Therefore, it was decided to resubmit the application removing the youth worker payment element.
The ‘Awards for All’ grant of £4995 for the ‘Mobile Team Challenge’ equipment was received on 15th December.
The secretary will place the order as soon as there are sufficient funds in the bank to pay the VAT.3) COUNTY YOUTH COUNCIL
Jaclyn gave a report on the 11th December meeting of the County Youth Council. Topics of the meeting were:
Discussion about the successful Vox Pop event, and how CYCLe need to follow it up with the County Council.
‘Innovative Youth Work Fund’ applications were considered (including our own).
An invitation for 25 young people to visit Westminster Hall on 4th February.
Arrangement for the election of Youth MP’s for the UK Youth Parliament – 14th February.
The next meeting is scheduled for Wednesday 12th February, 7pm, at William Bradford Community College.
Anyone wishing to attend should inform the secretary in good time – it’s worth going for the buffet!4) MULTI-MEDIA DROP-IN
The group discussed the type of equipment and games suitable to start-up the ‘Multi-Media Drop-In’ project.
A Playstation 2 console was considered the most versatile of the machines available, and has a good range of software and accessories. It was thought desirable to have the facilities for more than one player at a time. Therefore, a multi-player adaptor and additional controllers are required. Various game titles were suggested – all suitable for multiple players. The secretary will investigate prices and availability when we receive the grant from CYCLe.
Lack of adult volunteer help prohibits us from fixing weekly sessions at present, but we can start the project off using some of the senior youth councillors as helpers. The frequency of sessions can increase relative to interest and support availability. The project should be launched with a colourful poster campaign in schools, and on the notice boards throughout the village. Membership will be limited to the 12 – 19 age range, with a possible joining and admission fee to cover ongoing costs.5) LONG-TERM STRATEGY
Members discussed provisional arrangements for meeting Rob Hinxman – the consultant chosen to advise us on a long-term strategy for the youth council, and possible funding sources. A Sunday evening was considered the time when most youth councillors would be available to meet with Rob. 26th January and 2nd February were suggested. Secretary to make the necessary arrangements, and notify members.

To comply with current youth work practices it is essential that all voluntary youth workers have Criminal Record Bureau (CRB) checks. The Leicestershire Education Business Company (LEBC) is a local agency set up to do these checks for voluntary organisations. The same company also operate a volunteer mentoring scheme that may fit in with our Multi-Media Drop In. Secretary to investigate. Members authorised payment for CRB checks, but we may get them free!
Secretary circulated details of the National Children’s Bureau ‘Young Advisor’ project, and an International Summer School event in South Wales.Meeting concluded at 8.30pm - Next meeting Sunday 9th February 2003 at 7.00pm
